| The development objective of the Identification System for Enhancing Access to Services (IDEA) Project is to establish a secure, accurate and reliable national ID system that serves as the basis for more efficient and transparent service delivery. The changes to the project is to modify the categories of expenditures and a withdrawal condition which currently allows no expenditures against all project categories until rules and regulations acceptable to the association to implement the National Identity Registration Act are in effect. The modification will allow for all expenditures, including consultants to help with the rules and regulations, except for the production and distribution of new ID cards. | ||||
