| The ICT Sector Development Project for Afghanistan seeks to restructure the project aiming to expand connectivity, mainstream the use of mobile applications in strategic sectors in the Government, and support the development of the local IT industry. The Project has been making progress in most of its activities. However, two activities the deployment of the fiber optic cable backbone in Central Afghanistan and the Innovation Support Program (ISP) have been slow in implementation and have been reshaped. The changes are to: (1) Change the allocation of Grant proceeds across categories to reflect reduction in the size of the ISP and to reallocate unused proceeds originally allocated for the Refund of the Preparation Advance because the pace of implementation of this program has been slowed due to the need for significant capacity building of the potential beneficiaries, slow definition of the challenges, and limited level of participation; and (2) Extend the closing date by 12 months to provide time for completion of the fiber optic backbone routes funded under the Project. The deployment of the fiber optic backbone network in the Central section has been proceeding slower than expected due to security-related issues and the lack of road alignments. There are no changes to the Project Development Objective (PDO), and the proposed restructuring does not affect the safeguards category of the Project nor does it trigger any new safeguards policies. | ||||
