The objective of the Agricultural Innovation and Services Project (PISA) is to strengthen the National Institute for Agricultural and Forestry Research Innovation (INIAF) and Bolivia's Agricultural and Forestry Innovation System (SNIAF) in order to contribute to productivity growth, food security, sustainable rural development and the income-earning potential of Bolivian families dependent on agriculture and forestry. A level two restructuring of IDA Credit 50030-BO is needed to allow the reallocation of Special Drawing Rights (XDR) 7.12 million from category two to category one. After institutional bottlenecks slowed the transfer of funds from the implementation agency (INIAF) to third parties, the implementation agency decided to carry out research, extension, and capacity building activities that under the original project design were to have been carried out by the third parties through subprojects. As a result, expenditures under category one (INIAF direct costs) have been higher than anticipated, and expenditures under category two (subprojects) have been lower than anticipated, making reallocation necessary. The reallocation is not expected to impact adversely the achievement of the project development objective; on the contrary, it will allow implementation to continue.
