The development objective of the Health System strengthening and support project for Turkey is to improve primary and secondary prevention of selected non-communicable diseases (NCDs), increase the efficiency of hospital management, and enhance the capacity of the Ministry of Health (MoH) for evidence-based policy making. The project comprises of three components. The first component, primary and secondary prevention aims to raise awareness (among both the population and health care providers) about the risk factors associated with NCDs and to promote healthy lifestyles and behavior change. It consists of following three sub-components: (i) increase national awareness and behavior change; (ii) ensure effective screening for the early detection of cancer; and (iii) strengthen the capacity of primary health care workers. The second component, increasing the efficiency of public hospital management and operations will support two major initiatives: (i) a program to strengthen hospital management and operations through technical assistance and implementation support; and (ii) support to the health investments program through capacity building of the MoH?s General Directorate of Health Investments (GDHI) and the Public Hospitals Institution (PHoI) in contract and facility management. It consists of following three sub-components: (i) public hospital management and clinical operations; (ii) introducing architectural and technical standards for health facilities; and (iii) providing technical support to the public private partnership (PPP) program implementation unit. The third component, improving the effectiveness of overall health sector administration facilitates the first two components and will build on earlier World Bank support provided through the adaptable program loans (APLs).
