The Lesotho Millennium Development Agency (“LMDA”) is a legal entity established by the Government of Lesotho (GoL) under the Millennium Challenge Account (MCA) - Lesotho Authority Act No.1 of 2008 (“Act”) as amended through Legal Notice No.151 of 2013 (“Notice”). The initial mandate of the LMDA under the Notice was to finish off all the projects that had not been completed by its predecessor, MCA-Lesotho, during Compact implementation between September 2008 and 14th January 2014. LMDA’s mandate was further expanded in 2014, to include the development of Lesotho’s second Compact until it is signed and management of contractors for the Health Facilities Maintenance Programme.
The Lesotho Compact was financially supported by the Government of the United States of America, acting through the Millennium Challenge Corporation (MCC). The Health Facilities Maintenance Programme was implemented from January, 2015 and is scheduled to complete at the end of March 2018. The scope of work includes:
a) Hard Facilities Management (HFM);
b) Environment and Waste Management (EWM)
c) Soft Facilities Management (SFM).
d) Health Information and Communications Technology (ICT) Systems Maintenance,
