The Grdr Migration-Citizenship-Development campaign for a world where citizens, wherever they are, are the first players in their territory. Thus, since 1969, it has been promoting the local development of the territories while accompanying migrant people in their host territory and in their projects for their region of origin.
For the Grdr, the process is as important as the result. Fully and directly involving the beneficiary citizens and inscribing the action over time are the two conditions for success.
The Grdr thus bases its action on three pillars:
the proximity, at the local level,
the valorization of interdependencies on a transnational or international scale,
the production of knowledge on and for the territories.
The action of the Grdr is structured around two main axes.
Human mobility
Migrants and migrants weave and mix the world of tomorrow. In the long term, they connect societies and contribute largely to the development of their territories of origin but also their territories of life (cultural cross-fertilization, new experiences, innovations, economic dynamism, original know-how). The Grdr works to ensure that migrants are recognized actors of societies and considered as full citizens both in their host and home territories. The objective is therefore to bring a positive discourse on human mobility, even (and especially) in a difficult context. It is important to note that the Grdr's territories of action, particularly in West Africa, are as much a starting point as the receiving lands of nationals from neighboring regions.
Citizen governance of the territories
It is thus a question of bringing the decision centers closer to the citizens, and thus to their places of life and work. This approach is the prerequisite for good governance, as well as territorial resources. For this reason, all the projects led by the Grdr in the different themes directly involve local actors. They are thus made in partnership with the main frameworks of consultation: local authorities and decentralized services of the State, representations of the civil society, as, traditional authorities. In France, as in Africa, the programs include a support component to ensure the reinforcement of these structures and the appropriation of the action.
