1. Identification and Contract of the Contracting Entity:

2. Object of the Tender:
Construction Supervision and Quality Assurance/Quality Control (QA/QC) of Substation Works and Transmission Line Works.
Hence, the EDTL, E.P. would like to invite eligible consultant to submit their proposals for the above-mentioned tender (the Contract) through a fair, transparent and competitive bidding process in accordance with the Timor-Leste Law and international best practices. The detail of information is provided in the Section 5 (Terms of Reference- TOR);

3. Type of Procedure:
The tender adopted a two-envelope system wherein the Proposal comprises two envelopes submitted simultaneously, one containing the Technical Proposal and the other Price Proposal, enclosed together in a sealed outer envelope. Participation for this bidding is open to all eligible international & national firms;

4. Value of the Procurement and Duration of the Contract:
The construction supervision comprises minimum time input of 100 person-months of international experts and 85.5 person-months of national experts over duration of 18 months of construction. The maximum budget for the assignment is US$1,699,564.90 inclusive of all taxes;

9. Required qualification and qualification documents:
A firm will be selected under the Quality and Cost Base Selection (QCBS) with modification with Technical & Price Weight of (80:20) as described in the RFP document. The Technical Proposal will be evaluated based on the Qualification of the Firms (The consultant has successfully completed at least 1 similar construction supervision projects of EPC contract (similar in scope and magnitude) with a minimum value of contract is US$ 600,000.00 in last 10 years as Lead Firm or Joint Venture Partner. The minimum technical score (St) required to pass is: 75 from a maximum of 100 points.

11. Price of the Tender Document:

Attending the Pre-Proposal Conference by a consultant is optional. If a consultant does not attend the confence, the proposal will not be rejected on the ground of non- attendance of the meeting;

14. Deadline of submission of proposals:
The proposals must be received in the Tender Box located at the same address specified above no later than 10:00 hour’s local time on 21 June 2024. Late proposals will be rejected;

The Employer will not be responsible for any cost or expenses incurred by firms in connection with the preparation of delivery of proposals;

15. Proposal Opening:
Technical proposalss will be opened immediately after the closing time for the submission of the proposals at the same address specified above in the presence of firms who wish to attend;

16. Performance Security and Quality Security:
The winning Consultant will be required to submit 5% of Performance Security from the value of the Contract. Additionally, during contract implementation, the consultant will be subjected to a qualitity guarantee in the form of retention of 5%;

The Performance Guarantee must be submitted to the Competent Entity at least 5 days before the execution of the Contract;

17. Minimum Period Validty of Tender Document:
The validity of the document shall be 150 days;

18. Obligation to pay the taxes:
The consultant is required to pay all the applicable taxes in accordance with the applicable law.
