   The Key Evaluation Qualification Criteria is as follows:
Financial Capability:
Submission of audited balance sheets or, if not required by the law of the Bidder's country, other financial statements acceptable to the Employer, for the last three (3) years. A Bidder's net worth calculated as the difference between total assets and total liabilities should be positive.
Average Annual Construction Turnover:
Minimum average annual construction turnover of US$ 25,000,000.00 calculated as total certified payments received for contracts in progress or completed, within the last three (3) years.
Cash Flow Capacity:
The Bidder must demonstrate access to financial resources such as working capital of recent financial year or availability of cash in bank, approved line of credit and other financial means, other than any contractual advance payments for its current works commitment to meet a cash-flow requirement of US$ 4,300,000.00 and its current works commitment. Further detail about the Cash Flow Capacity for Joint Venture is provided in the Bidding Documents.
Construction Experience:
Specific Construction Experience (Contracts of Similar Size and Nature).
Two (2) similar contracts satisfactorily completed/substantially completed as a prime contractor, joint venture member, and management contractor during the last seven (7) years with a contract value of at least US$ 6,500,000.00 each.
