1. The Government of Timor-Leste is inviting interested eligible construction companies to submit Bids for the:
NEW CONSTRUCTION AND E-RECRUITMENT OF CFP BUILDING
2. The project is located in Democratic Republic of Timor-Leste, Avenida Rua Matadoru, Dili Timor-Leste
3. The maximum budget for the assignment is USD 1,698,000 inclusive of taxes, conctractor profit and all other expenses.
4. The bidding shall be conducted through International Competitive Bidding with two envelopes procedure, wherein the Technical Bid and Price Bid shall be submitted together in separately sealed envelopes.
5. Interested bidders may inspect the Bidding Documents or obtain further information from: icb077cfp22@cna.gov.tl
6. Participation in this bidding process is open to all interested international and national bidders. The attention of interested bidders is drawn to the qualification criteria detailed in the Bidding Document, which include:
• Experience: at least at least one (1) works contract that have been successfully or substantially completed between 1st January 2015 and bid submission deadline and that are similar to the proposed works, where the value of the Bidder’s participation under each contract meet or exceeds US$1,000,000.00
• Cash Flow Capacity of US$ 400,000.00
• Average Annual Construction Turn Over of US$2,500,000.00 within the last three (3) years
• Personnel: the Bidder must demonstrate that it has the personnel for the key positions that meet the following requirements:
 Team Leader/Project Manager with Educational Qualification in Civil Engineer Degree, Total 10 Years of Experience and 8 years in Similar Works Experience.
 Site Engineer – Civil with Educational Qualification in Civil Engineer Degree, Total 8 Years of Experience and 5 years in Similar Works Experience.
 Site Engineer – Electrical with Educational Qualification in Electrical - Engineer Degree, Total 8 Years of Experience and 5 years in Similar Works Experience.
 Architect with Educational Qualification in Architect Degree, Total 8 Years of Experience and 5 years in Similar Works Experience.
 Quantity Engineer with Educational Qualification in Civil/Quantity Engineering Total 5 Years of Experience and 3 years in Similar Works Experience.
• Equipment: proof of availability of the equipment.
• Construction Schedule: key activities and milestones covering construction period.
7. The Bidding Document, in English language, may be obtained free-of-charge by interested Bidders on the submission of a written application by email to the address above or an email will be sent stating the website where the documents can be downloaded by applicants.
8. A pre-bid meeting will be held on 05 September 2022 at 10:00 hours local time at the address specified above.
9. The bids must be received in the Tender Box located at the same address specified above no later than 15:00 hours local time on 21 September 2022. Late bids will be rejected.
10. The bid must be accompanied by a bid security (in the form of Bank Guarantee) of US$25,000.00 (valid for 148 days from the last date of bid submission;
11. Technical Bid will be opened on 21 September 2022 at 1500 hours local time after the closing time for the submission of the bids at the same address in the presence of Bidders who wish to attend.
12. The Employer will not be responsible for any cost or expenses incurred by the Bidder in connection with preparation or delivery the Bids.
