Deadline for Submission of Bids: 30 September 2022 at 15:00 hours (Timor-Leste time)

1. The Democratic Republic of Timor-Leste has received financing from the Asian Development Bank (ADB) toward the cost of Power Distribution Modernization Project, and it intends to apply part of the proceeds of this financing to payments under the contract named above. Bidding is open to Bidders from eligible source countries of ADB.

2. The National Procurement Commission (NPC) on the behalf of the Ministry of Public Works (MPW) (“the Purchaser”) invites sealed bids from eligible Bidders for the Supply and Delivery of Prepaid & AMR Meters, Accessories, and Related Services (Package 1) (‘the Goods”).

3. Open Competitive Bidding (international advertisement) will be conducted in accordance with ADB’s Single-Stage: One-Envelope bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Document.

4. Only eligible Bidders with the following key qualifications should participate in this bidding:

• Nonperformance of a contract did not occur as a result of contractor default since 1 January 2016
• Not under suspension based on execution of a Bid-Securing Declaration
• Successful completion within the last five (5) years as a main supplier of at least two (2) contracts each valued at US$4.0 million for supply of pre-paid electricity meters, digital electricity meters or smart meters
• Must demonstrate the following technical experience:
o The Bidder shall demonstrate that the prepaid electricity meters and digital electricity AMR meters have been in production for at least fifteen (15) years and been sold a minimum of two hundred thousand (200,000) units of similar types and specifications over the last five (5) years
o Meter boxes have been in production for at least one (1) year
o Current transformers (CT) have been in production for at least five (5) years
o IT hardware such as servers, computers, UPS, and racks have been in production for at least ten (10) years
o The manufacturer of prepaid and AMR meters has a testing facility
• The Bidder or manufacturer shall demonstrate that it can supply the type, size, and quantity of the goods as required by Purchaser in accordance with the Delivery and Completion Schedule
• Net worth for each of the last two (2) years calculated as the difference between total assets and total liabilities is positive
• Minimum average annual turnover of US$10.0 million over the last three (3) years
• Availability of or access to liquid assets, lines of credit, and other finances sufficient to meet the contract’s cash flow requirement of US$ 2.0million

6. To obtain the Bidding Documents in English free of charge, eligible Bidders should:

• write to the address above requesting the Bidding Documents for Supply and Delivery of Prepaid & AMR Meters, Accessories, and Services (Package 1)
• The document will be sent by person or delivery mail or email. No liability will be accepted for loss or late delivery.
