Notice of Closure of Morocco’s Compact II

The Kingdom of Morocco, acting through its government (the “Government”) and the United States of America, acting through Millennium Challenge Corporation (“MCC”), have entered into a Millennium Challenge Compact program (the “Compact II”) to enhance the quality of human capital and improve land productivity in Morocco, in the amount of US$ 460,500,000 (“MCC Funding”) to which is added a contribution from the Moroccan Government of a value equivalent to at least 15% of the American contribution.

The Compact signed on November 30th, 2015 for five years and nine months came effective on June 30th, 2017, and will come to an end on March 31st, 2023. There will be no extension possible of the funding by MCC due to the regulations that govern the MCC. No activities that will take place after the Compact End Date will be funded by MCC, with the exception of a few activities exclusively related to the closure of the Compact which will last until July 29th, 2023.

The Government of Morocco created MCA-Morocco Agency to implement the Compact II activities on its behalf. The latest date that MCA-Morocco Agency will be able to process your invoices related to provision of works, goods, consulting services and non-consulting services executed until March 31st, 2023, is May 30th, 2023. MCA-Morocco Agency however advised all Suppliers, Services Providers, Consultants and Grantees to send all certified invoices much sooner, preferably at the end of your contract or the Compact End Date, whichever comes first.

Contractors, Providers of Services and Utilities who have contracts that will remain in force during the closure period (from 1st April to 29th July 2023) will be individually informed about the payment’s procedures.
