PERIOD FROM FEBRUARY 2023 TO MARCH 2023

The Government of the Kingdom of Morocco concluded, on November 30, 2015, a second cooperation program (Compact II) with the United States Government, represented by the Millennium Challenge Corporation (MCC), with the aim to enhance the quality of human capital and improve land productivity.

The budget allocated by MCC to the Compact II, which came into force on June 30, 2017, amounts to 460,5 million dollars, to which is added a contribution of the Moroccan government of a value equivalent to at least 15% of the American contribution. The global budget will finance, over a period of five years and nine months, two projects, namely "Education and Training for Employability" and "Land Productivity", the implementation of which has been entrusted to the Millennium Challenge Account-Morocco Agency (MCA-Morocco).

The first project includes three activities, namely "Secondary Education", "Technical and Vocational Education and Training" and "Employment", while the second project is structured around three activities, in this case "Land Governance", "Industrial Land" and "Rural Land".
The MCA-Morocco Agency intends to apply part of the proceeds of the grant funds to payments for Contracts for Goods, Works and Services.

MCC’s funding is appropriated by the U.S. Congress and obligated to the compact up-front, with no incremental or partial funding. When a contract is signed with an MCA Entity, money is already available to the MCA Entity and, for most contracts, invoices are paid directly to Contractors/Consultants/Suppliers by the US Treasury. The procurement program for the next two (2) months includes the following:

LI-59 Equipment management monitoring and maintenance platform

LG-08 Selection of a service provider responsible for the training action for implementing entities

Program Administration
PP-42 Selection of a firm in charge of the Impact in terms of safety at work and of the environment
PP-75 Selection of a firm in charge of Power BI training
PP-88 Selection of a service provider responsible for the preventive maintenance of IT equipment
PP-98 MCA-M IT team assistance with the decommissioning of IT assets
PP-100 Training on carbon footprint initiation and master of the method

Contracts for Goods, Works and Services financed under the Program will be implemented according to the principles, rules and procedures set out in the MCC Program Procurement Guidelines (PPG) which can be found on the MCC website at http://www.mcc.gov/pages/business/compactprocurements.
Procurements are opened to all bidders/consultants from eligible countries as defined in the MCC PPG.
Specific procurement notices for contracts to be tendered under the competitive bidding procedures and for consultant contracts will be announced, as they become available, on the Agence MCA-Morocco website at http://mcamorocco.ma/appel-d-offre, United Nations Development Business (UNDB) Online website at http://www.devbusiness.com/, Development Gateway Market (dgMarket) website at http://www.dgmarket.com/, in local newspapers, and other media outlets as appropriate and when available.
