The individual expert should have the following minimum technical qualifications and experience: 1.A Bachelor of Sciences (BSc) or equivalent in Communication and Information Technology or in military Command and Control systems, with a minimum of 5 years of experience in C3IS and/or ISR at the strategic level as a system administrator and user. 2.Have a post-graduate degree or its equivalent with minimum of 3 years of experience in similar project. 3.Have self-management skills including being dependable, resourceful, prompt, able to perform under an extreme amount of stress, trustworthy, very adaptable and responsible. 4.Be fluent in either English or French and have good working knowledge of the other language. 5.The expert shall sign a certificate of availability and exclusivity with the AU Commission for the period of his/her contract. 6.The expert shall be present at the site of the MNJTF Force Headquarters in N’Djamena/Chad during the execution period of the C3IS and A-ISR service contract. 7.Relevant experience in working with International Organizations like EU and AU is an added advantage.
The AU Commission has received financial support from the European Union (EU), through the African Peace Facility (APF), to the MNJTF in order to enable it to contribute to the restoration of a safe and secure environment in the areas affected by the Boko Haram. The MNJTF is comprised of the Lake Chad Basin Commission (LCBC) member countries (Nigeria, Niger, Cameroon and Chad) and the Republic of Benin. It operates in Four Sectors in Cameroon (Sector 1, Headquarters at Mora), Chad (Sector 2, Headquarters at Baga Sola), Nigeria (Sector 3, Headquarters at Baga) and Niger (Sector 4, Headquarters at Diffa), including the MNJTF Headquarters in N’Djamena, Chad. The procurement of various MNJTF requirements using the EU contributed funds is managed by the AU Commission Procurement Division. Among the MNJTF requirements is procurement of a C3IS service and A-ISR service. The AU Commission intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include provision of technical assistance to the AUC on the management and supervision of the implementation of the MNJTF C3IS and A-ISR Service Contracts. To create a shortlist of experienced individual experts in management and supervision of C3IS and A-ISR. The consultants on the shortlist will then be invited to submit a proposal based on detailed Terms of Reference (TORs) to provide technical assistance to the AUC on the management and supervision of the implementation of the MNJTF C3IS and A-ISR Service.
