The People's Coalition for the Right to Water (KRuHA) was established in 2002 as a response to civil society groups in Indonesia on World Bank loans in the water resources sector called Water Resources Structural Adjustment Loan (WATSAL) Sector approved by the Indonesian government in 1999 , a USD300 million worth of debt project that aims to restructure the water resources sector policy in Indonesia KRuHA believes that the restructuring of the water resources sector by placing water as an economic good will only make water a commodity and encourage water privatization, which in turn will cause losses to the community, especially the poor and farmers. KRuHA also believes that the state has the responsibility and obligation to fulfill the basic needs of its people, including water. Placing water as an economic good, which encourages water privatization will obviously shift the responsibility for providing water from the state to the private sector. In addition, it will also change the social contract between the state and its people into the relationship between producers and consumers.
