   INVITATION FOR BIDS (IFB)
Date: 26 April 2022

1. The ELETRICIDADE DE TIMOR–LESTE E MPREZA PÚBLICA (EDTL, E.P.) is a government owned company invites all (international and national) interested eligible companies to submit their Bids for the following projects as outlined below:
Type of Works
Supply Delivery and Installation of Solar PVBA Home System “Integrated system” in 16 Sucos in 8 Municipalities, Timor-Leste (ICB/00151/EDTL-EP) with Bid Secruity amount USD 7,500.00.
2. Funding for these Services will be made from the EDTL EP current budget appropriation.
3. The project is located in 16 Sucos (8 municipalities) in Timor-Leste.
4. The bidding shall be conducted as a two-envelope procedure, wherein the Technical Bid and Financial Bid shall be submitted together in separately sealed envelopes.
5. A pre-bid meeting will be held on 11 May 2022 at 10:00 hrs local time at Meeting Room of EDTL, E.P.
6. The following are the minimum qualification criteria:
a. Contracts of Similar Size and Nature
Similar Experience in supply and Installation of Solar Home System “Integrated System”, The Bidder should have demonstrated experience as a prime contractor, joint venture member or management contractor in undertaking similar projects with at least 2 similar projects successfully implemented during the last 10 years where the value of the contract equal to or exceeds of USD 200,000.00 and the similar project have been successfully completed or substantially completed. The similarity of the contractor participation shall be based on the physical size, nature of works, complexity, methods, technology or other characteristics of the contract
b. Cash Flow Capacity
Available working capital of recent year or cash in bank or stand-by line of credit from a financial institution to meet the project cash flow requirement of USD 160,000.00 and its current contracts commitment. For more information of qualification requirements detailed in the Bidding Document.

8. The bidding document (PDF copy in CD) can be purchased by interested Bidders on the submission of a written application or filled up a form to the address below and upon payment of a non-refundable fee of One Hundred US Dollars (USD 100.00) by Bank demand draft in favor of the EDTL E.P to the one of the following Bank Account:

9. The bid must be received in the Tender Box located at the same address specified above no later than 15:00 hour’s local time on 27 May 2022. Late bids will be rejected.
10. Technical bids will be opened immediately after the closing time for the submission of the bids at the same address specified above in the presence of bidders who wish to attend.
11. The Employer will not be responsible for any cost or expenses incurred by bidders in connection with the preparation of delivery of bids.
12. Bidding Document can be obtained from EDTL E.P. office from 3 May 2021 at working hours.
