The Democratic Republic of Timor-Leste (Ministry of Public Works) has received financing from the World Bank toward the cost of the Timor-Leste Climate Resilience Road Project (TLRCRP) to improve the Dili - Ainaro corridor and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include Detailed Engineering Design (DED) and preparation of Bidding Document for the roads for Hataubuilico Junction to Ramelau Santuary Road (5.4km), Humboe to Ermera Road (4.6km), Ainaro (End of Lot 5) to Cassa Road (18.0km), Cassa to Zumalai Road (6.0 km), Batugede – Balibo – Maliana Roads (41km), the estimated time-input of international experts is 54 person-months, estimated time-input of national experts is 44 person-months and estimated time-input of support staff is 16 person-months. The expected start date of the services will be third quarter of 2022 and will last the total Services are expected to be complete within four (4) months.

The detailed Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest.

The Ministry of Public Works through National Procurement Commission now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (i) core business and years in business, (ii) relevant experience of Detailed Engineering Design of Road Projects with similar magnitude, (iii) geographical experience (developing countries in particular the South East Asia), (iv) experience with World Bank and multilateral development agencies, based on project references. Please select most relevant projects to demonstrate the firm’s experience (maximum 10 projects completed in the last 7 years).Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (issued in July 2016, 4th edition as of November 2020) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
