(ii) A TRANSVERSAL COMMUNITY GEOGRAPHIC INFORMATION SYSTEM (GIS METIERS) OF THE URBAN COMMUNITY OF DOUALA
1. Pouvoir adjudicateur
La Communauté Urbaine de Douala (CUD) a reçu un financement de l’Agence Française de Développement (AFD) en vue de réaliser le Projet de Drainage Pluvial (PDP) de Douala. Une partie de ces fonds sera utilisée pour la modernisation du Système d’Informations Géographique (SIG) de la Communauté Urbaine de Douala, en finançant deux composantes suivantes :
- La composante 1 portant sur le développement et la mise en place d’une plateforme de partage et d’échange de données de l’Infrastructure des Données Géographiques (IDG), et
- La composante 2 portant sur le développement et la mise en place d’un système d’information géographique communal transversal (SIG Métiers) au sein de la Communauté Urbaine de Douala. A cet égard, la Communauté Urbaine de Douala souhaite recruter une Entreprise spécialisée, pour la réalisation de cette prestation.

2. Contexte et présentation du projet
Le Projet Drainage Pluvial (PDP) de Douala vise à doter la ville de Douala d'ouvrages d’assainissement adéquats pour le drainage des eaux pluviales en vue de lutter efficacement contre les inondations et de réduire l’exposition des populations aux maladies hydriques. Les conventions de financement de ce projet, signées en août 2012 entre l’AFD et la République du Cameroun, portent sur un montant de 166,56 millions d’euros. Le projet est financé par l’AFD (Prêt) à hauteur de 67% (112 M€), le C2D (subvention) à hauteur de 11% (18 M€) et la République du Cameroun, à hauteur de 22% (36,56 M€). La date de fin du projet (DLVF), initialement prévue fin juillet 2020, a été prorogée par avenant jusqu’à fin décembre 2022.
Le projet de drainage pluvial s’est également engagé à procéder à la modernisation du Système d’Information Géographique de la Ville de Douala à travers :
- La réalisation d’une orthophotograhie numérique couleur, d’un plan numérique et d’un modèle numérique de terrain, et
- Le recrutement d’une Assistance à Maîtrise d’Ouvrage (AMO) pour la modernisation du Système d’Information Géographique de la ville de Douala.
Cette AMO, qui a débuté en 2020 et qui s’est achevée en 2021, a permis de faire un audit approfondi du SIG actuel de la Ville de Douala tant sur le plan organisationnel qu’infrastructurel. Les résultats de cet audit ont permis de relever que le SIG actuel de la Ville de Douala est dans un état embryonnaire.
A la suite de cet audit, le consultant a procédé à la modélisation des données, à travers l’analyse de l’existant et à la production d’un géocatalogue des données de référence. Ensuite le consultant a proposé une architecture du futur SIG sur la base de laquelle trois scénarios de développement et déploiement du SIG de la Ville de Douala ont été proposés.
En rapport avec le Maitre d’ouvrage, il a été convenu que la modernisation du SIG de la ville de Douala devra s’articuler autour de deux composantes majeures :
• La composante 1 pour le développement et la mise en place d’une plateforme de partage et d’échange de données de l’Infrastructure des Données Géographiques (IDG) qui devrait permettre une meilleure coordination des interventions sur les voiries et réseaux divers en relation avec les différents concessionnaires de réseaux et d’autres acteurs.
• La composante 2 pour le développement et la mise en place d’un Système d’Information Géographique communal transversal (SIG métiers) au sein de la Communauté Urbaine de Douala.
Fort de ce qui précède, le Maire de la Ville de Douala lance un appel à manifestation d’intérêt en vue de présélectionner les bureaux d’études nationaux et/ou internationaux afin de procéder à la réalisation des prestations ci-dessous décrites.

3. Objectif de la consultation
L’Objectif de la consultation est d’inviter les bureaux d’études ou groupement de bureaux d’études susceptibles de mener à bien cette mission à manifester leur intérêt. Ladite mission consiste à :
• Composante 1 : Le développement et la mise en place d’une plateforme de partage et d’échange de données de l’Infrastructure des Données Géographiques (IDG) :
- implémenter les bases de données de l’IDG, structurer, mettre en cohérence et intégrer les données spatiales existantes (données de référence) dans les différentes bases de données de l’IDG ;
- fournir le matériel informatique nécessaire à la mise en place de la plateforme IDG ;
- fournir les logiciels informatiques nécessaires à la mise en place de la plateforme IDG ;
- développer la plateforme de partage et d’échange des données de l’IDG conformément à la maquette retenue ;
- installer, paramétrer et administrer la plateforme ;
- former et transférer le savoir-faire et les compétences au personnel de la CUD.

• Composante 2 : Le développement et la mise en place d’un Système d’Information Géographique communal transversal (SIG métiers) au sein de la CUD:
- restructurer et mettre en cohérence des données Métiers au sein de la Communauté Urbaine de Douala ;
- développer des applications métiers ;
- acquérir du matériel informatique ;
- acquérir des logiciels SIG ;
- transférer des compétences et du savoir-faire au personnel de la CUD.

4- Critères d’éligibilité des candidatures
Les candidatures seront retenues selon les critères suivants :
4. Des bureaux d’études se trouvant sous le coup d’une suspension suite à la résiliation d’un marché, en application de l’article 102 du Code des Marchés Publics camerounais ;
5. Des bureaux d’études n'ayant pas signé la Déclaration d'Intégrité en Annexe ;

La Communauté Urbaine de Douala s’autorise à ne retenir que six (06) bureaux d’études ou groupements de bureaux d’études. Les six candidats choisis seront les six meilleures après notation et application des critères ci-dessus.
La sélection finale se fera sur la base d’une consultation restreinte des bureaux d’études ou groupement de bureaux d’études présélectionnés, en accord avec les procédures du Maître d’Ouvrage et de son partenaire l’AFD.

5- Indépendance du(es) prestataire(s) et absence de conflits d’intérêts
Le bureau d’études et les experts mobilisés pour la prestation ne doivent pas avoir de liens avec la Maîtrise d’ouvrage qui soient susceptibles d’interférer dans le processus d’évaluation et de mettre en doute l’impartialité et l’objectivité de ses conclusions. Ils ne doivent pas avoir été associés à l’instruction et/ou la mise en œuvre du projet dans le cadre duquel se fera la présente prestation.

6- Documents demandés pour juger la qualité de la candidature
La Communauté Urbaine de Douala invite les consultants (bureaux d’études/groupement de bureaux d’études) à manifester leur intérêt et à fournir les informations indiquant qu’ils sont qualifiés pour exécuter les prestations attendues :
6. Le statut et/ou les textes qui justifient l’existence du bureau d’études.
7. Les justificatifs correspondants aux critères d'appréciation ci-après :
a-1) Taille du bureau d’études
Il s'agit pour le bureau d’études d'indiquer le nombre d'experts permanents travaillant à son sein. Un bureau d’études qui emploie moins de trois experts est disqualifié.
a-2) Expérience du bureau d’études

• Composante 1 : développement et mise en place d’une plateforme de partage et d’échange des données de l’Infrastructure des Données Géographiques (IDG) :
Spécialisé dans la réalisation des projets de développement et de la mise en place d’une plateforme d’échange et de partage de données de l’Infrastructure des Données Géographiques complexes, associés depuis au moins cinq ans, le bureau d’études devra apporter des justificatifs de projets qu’il a réalisés et ayant des caractéristiques et d’envergures similaires, notamment les brochures, les références concernant l’exécution de contrats analogues, les expériences dans des conditions similaires, la disponibilité des connaissances et qualifications nécessaires (justificatifs correspondants aux références présentées), les moyens humains et financiers, etc.
Le caractère similaire des références sera analysé en fonction de :
- l’ampleur et la complexité des marchés (taille et importance de la ville dans laquelle l’IDG a été développée et implémentée,
- la taille financière (marchés dont le montant est au moins égal à 225 000 Euros),
- le contexte géographique (Afrique en général et en Afrique subsaharienne en particulier).

• Composante 2 : développement et le déploiement d’un SIG communal transversal (SIG métiers) au sein de la Communauté Urbaine de Douala :
Spécialisé dans la réalisation des projets développement et le déploiement des SIG communaux transversaux complexes associés depuis au moins cinq ans, le bureau d’études devra apporter des justificatifs de projets qu’il a réalisés et ayant des caractéristiques et envergures similaires, notamment les brochures, les références concernant l’exécution de contrats analogues, les expériences dans des conditions similaires, la disponibilité des connaissances et qualifications nécessaires (justificatifs correspondants aux références présentées), les moyens humains et financiers, etc.
Le caractère similaire des références sera analysé en fonction de :
- l’ampleur et la complexité des marchés (taille et importance de la ville dans laquelle le SIG a été développé,
- la taille financière (marchés dont le montant est au moins égal à 225 000 Euros),
- le contexte géographique (Afrique en général et en Afrique subsaharienne en particulier).
a-3)- La capacité financière
Le bureau d’études devra également produire des éléments permettant d'apprécier sa capacité à gérer les montants en jeu. Son chiffre d'affaires moyen des trois dernières années devra être au moins égale à 300 000 Euros . Cette moyenne pourrait être calculée sur la base des chiffres lus sur les patentes concernées ou sur la base d’autres documents appropriés présentés.
a-4)- Les ressources humaines
A titre d’information, le personnel clé qui sera mobilisé pour la réalisation de la prestation devra avoir un minimum de qualification et d’expérience et devra être choisi parmi les salariés du bureau d’études candidat ou du groupement auquel il appartient. Il s'agit de :
- Un (1) chef de mission, titulaire d’un diplôme d’ingénieur en géomatique (Bac+5) spécialisé en SIG et plus spécifiquement en développement du SIG Métiers ayant une ancienneté dans le domaine de minimum dix (10) ans. Il doit en outre avoir conduit comme chef de mission au moins deux (2) projets de même nature lors des dix (10) dernières années. A titre indicatif, le nombre d’hommes/mois du Chef de mission est estimé à 4 h/mois pour chaque composante, soit un total de 8 h/mois.

- Un (1) ingénieur en développement, titulaire d’un diplôme d’ingénieur informaticien (BAC+5) ou spécialisé en développement des Systèmes d’Information Géographique et du SIG Métiers justifiant d’une expérience générale dans le domaine de dix (10) ans minimum. Il devra justifier d’une expérience spécifique comme « responsable développement » supérieure ou égale à cinq (05) ans. Il doit en outre avoir participé comme développeur au moins dans deux (2) projets de même nature lors des cinq (5) dernières années. A titre indicatif, le nombre d’hommes/mois de l’Ingénieur en développement est estimé à 3 h/mois pour chaque composante, soit un total de 6 h/mois.

- Quatre (4) développeurs Web, titulaires d’un diplôme d’informaticien (Bac + 3) en développement justifiant d’une ancienneté dans le domaine de cinq (5) ans minimum et ayant participé comme développeur dans deux (2) projets de même nature lors des cinq (5) dernières années. A titre indicatif, le nombre d’hommes/mois des Développeurs Web est estimé à 2 h/mois par expert et par composante, soit un total de 16 h/mois.

- Quatre (4) Géomaticiens, titulaires d’un diplôme de géomaticien (Bac + 3), spécialisé en SIG et justifiant d’une ancienneté dans le domaine des SIG et des bases de données (BD) de cinq (5) ans minimum. Ils devront avoir participé comme Géomaticiens dans deux (2) projets de même nature lors de cinq (5) dernières années. A titre indicatif, le nombre d’hommes/mois des Géomaticiens est estimé à 2 h/mois par expert et par composante, soit un total de 16 h/mois.

- Un (1) infographiste, titulaire d’un diplôme (Bac+3) ou formation équivalente en Infographie et justifiant cinq (5) ans d’expérience minimale. Il devra avoir participé comme infographiste dans trois (3) projets de même nature lors des cinq (5) dernières années. A titre indicatif, le nombre d’hommes/mois de l’Infographiste est estimé à 2 h/mois par composante, soit un total de 4 h/mois.

7. Confidentialité
Toute information concernant la Communauté Urbaine de Douala et incluse dans ce document ou fournie séparément doit être traitée de façon strictement confidentielle par le prestataire. Ce dernier accepte de ne divulguer ou publier aucune information relative à cet appel à candidature.
De la même façon, tout document fourni par le prestataire sera considéré comme confidentiel.

The Douala City Council (DCC) has received funding from the French Development Agency (FDA) to implement the Douala Rain Drainage Project (DDP). Part of these funds will be used to make payments for The modernization of the Geographic Information System (GIS) of the Urban Community of Douala, by financing two following components:
- Component 1 on the development and implementation of a platform for sharing and exchanging data of the Geographic Data Infrastructure (GDI), and
- Component 2 on the development and implementation of a transverse communal geographic information system (GIS Métiers) within the Douala City Council. In this regard, the Douala City Council wishes to recruit a specialized Company, for the realization of this service.

2. Context and presentation of the project
The Douala Rainwater Drainage Project (DDP) aims at providing the city of Douala with adequate sanitation facilities for the drainage of rainwater in order to effectively combat flooding and reduce the exposure of the population to water-borne diseases. The financing agreements for this project, signed in August 2012 between FDA and the Republic of Cameroon, amount to 166.56 million euros. The project is financed by FDA (Loan) for 67% (€112M), C2D (subvention) for 11% (€18M) and the Republic of Cameroon, for 22% (€36.56M). The end date of the project (DLVF), initially scheduled for the end of July 2020, was extended by amendment to the end of December 2022.
The rainwater drainage project is also committed to modernizing the Geographic Information System of the City of Douala through
- The realization of a digital color orthophotography, a digital plan and a digital terrain model, and
- The recruitment of a Project Management Assistance (PMA) for the modernization of the Geographic Information System of the city of Douala.
This AMO, which began in 2020 and ended in 2021, allowed for an in-depth audit of the current GIS of the City of Douala both in terms of organization and infrastructure. The results of this audit revealed that the current GIS of the city of Douala is in an embryonic state.
Following this audit, the consultant proceeded with data modeling, through the analysis of existing data and the production of a geo-catalogue of reference data. The consultant then proposed an architecture for the future GIS on the basis of which three scenarios for the development and deployment of the GIS of the city of Douala were proposed.
In relation to the project management, it was agreed that the modernization of the GIS of the city of Douala should be based on two major components:
- Component 1 for the development and implementation of a platform for sharing and exchanging data of the Geographic Data Infrastructure (GDI) which should allow a better coordination of interventions on the road and various networks in relation to the various network concessionaires and other actors.
- Component 2 for the development and implementation of a transverse communal Geographic Information System (GIS) within the Douala City Council.
In view of the above, the Mayor of the City of Douala is launching a call for expressions of interest with a view to short-listing national and/or international consulting firms to carry out the services described below.

3. Objective of the consultation
The objective of the consultation is to invite consulting firms or groups of consulting firms likely to carry out this mission. The said mission consists of :
• Component 1: The development and the implementation of a platform of sharing and exchange of data of the Geographic Data Infrastructure (GDI) in DCC:
• - Implementing the GDI databases, structuring, making consistent and integrating existing spatial data (reference data) into the different GDI databases;
• - Provide the computer equipment necessary for the implementation of the DLI platform;
• - Provide the computer software necessary to implement the IDG platform;
• - Develop the IDG data sharing and exchange platform according to the selected model;
• - Install, configure and administer the platform;
• - train and transfer know-how and skills to CUD staff.

• Component 2: The development and the implementation of a transverse communal Geographic Information System (GIS trades) within the DCC:
• - Restructure and make coherent the business data within the Douala Urban Community;
• - Develop business applications;
• - acquire computer equipment;
• - acquire GIS software;
• - transfer skills and know-how to CUD staff.

4. Eligibility criteria for applications
Applications will be selected according to the following criteria:
 Consultancy firms that are under suspension following the termination of a contract, pursuant to Article 102 of the Cameroon Public Procurement Code;
 Consulting firms that have not signed the attached Declaration of Integrity;

The Douala City Council is authorized to retain only six (06) applications. The six candidates selected will be the best six after scoring and application of the above criteria.
The final selection will be made on the basis of a restricted consultation of the pre-selected consulting firms or groups of consulting firms, in accordance with the procedures of the project owner and its partner FDA.
5. Independence of the Consultant(s) and No Conflicted Interests
The Consultancy firms and the experts engaged for the service must not have any ties to the Owner that could interfere with the evaluation process and cast doubt on the impartiality and objectivity of its conclusions. They must not have been involved in the appraisal and/or implementation of the project within the framework of which the present service will be provided.

6. Documents required to assess the quality of the application
The Douala City Council invites consultants (consulting firms or groups of consulting firms) to express their interest and to provide information indicating that they are qualified to perform the expected services:
• The status and/or texts that justify the existence of the design office;
• Supporting documents corresponding to the following assessment criteria:
a-1)- Size of the consultancy firm
The consultancy must indicate the number of permanent experts working in the consultancy. A consultancy employing less than three experts is disqualified.
a-2)- Experience of the consulting firm

• Component 1: Development and implementation of a platform for sharing and exchange of data of the Geographic Data Infrastructure (GDI):
Specialized in the realization of development projects and the implementation of a platform of exchange and sharing of complex Geographic Data Infrastructure data, associated for at least five years, the consultancy firm will have to bring justifications of projects that it carried out and having similar characteristics and scopes, in particular brochures, references concerning the execution of similar contracts, experiences in similar conditions, availability of the necessary knowledge and qualifications (justifications corresponding to the presented references), human and financial means, etc.
The similarity of the references will be analyzed according to
- the size and complexity of the contracts (size and importance of the city in which the IDG has been developed and implemented,
- Financial size (contracts of at least 225,000 Euros),
- Geographic context (Africa in general and Sub-Saharan Africa in particular).
• Component 2: Development and deployment of a transverse communal GIS (business GIS) within the Urban Community of Douala:
Specialized in the realization of development projects and the deployment of the associated complex transverse communal GIS for at least five years, the engineering and design department will have to bring justifications of projects which it carried out and having similar characteristics and scales, in particular the brochures, the references concerning the execution of similar contracts, the experiments under similar conditions, the availability of knowledge and qualifications necessary (justifications corresponding to the references presented), the human and financial means, etc.
The similarity of the references will be analyzed according to
- the size and complexity of the contracts (size and importance of the city in which the GIS has been developed,
- the financial size (contracts with a value of at least 225 000 Euros),
• - the geographical context (Africa in general and sub-Saharan Africa in particular).

a-3) Financial capacity
The consultancy firm must also provide information to assess its capacity to manage the amounts involved. Its average turnover for the last three years must be at least Euro 300 000. This average could be calculated on the basis of the figures read on the relevant patents or on the basis of other appropriate documents submitted.
a-4) Human resources
For information, the key personnel who will be mobilized for the realization of the service will have to have a minimum of qualification and experience and will have to be chosen among the employees of the candidate consultancy firm or of the grouping to which it belongs. It is about:
- One (1) mission leader, holder of an engineering degree in geomatics (Bac+5) specialized in GIS and more specifically in the development of Business GIS, with a minimum of ten (10) years of seniority in the field. He/she must also have led at least two (2) projects of the same nature in the last ten (10) years. As an indication, the number of man hours/month for the Mission Leader is estimated at 4 hours/month for each component, for a total of 8 hours/month.

- One (1) development engineer with a degree in computer engineering (BAC+5) or specialized in the development of Geographic Information Systems and Business GIS with a minimum of ten (10) years of general experience in the field. He/she must justify a specific experience as "development manager" superior or equal to five (05) years. He/she must also have participated as a developer in at least two (2) projects of the same nature during the last five (5) years. As an indication, the number of man/month of the Development Engineer is estimated at 3 h/month for each component, for a total of 6 h/month.

- Four (4) Web developers, with a degree in computer science (Bac + 3) in development, having a minimum of five (5) years of experience in the field and having participated as a developer in two (2) projects of the same nature in the last five (5) years. As an indication, the number of man/month of the Web Developers is estimated at 2 h/month per expert and per component, that is a total of 16 h/month.

- Four (4) Geomaticians, with a diploma of geomatician (Bac + 3), specialized in GIS and justifying a seniority in the field of GIS and databases (BD) of five (5) years minimum. They must have participated as Geomaticians in two (2) projects of the same nature during the last five (5) years. As an indication, the number of man/months of the Geomaticians is estimated at 2 h/month per expert and per component, that is to say a total of 16 h/month.

- One (1) computer graphics specialist, with a degree (Bac+3) or equivalent training in computer graphics and with a minimum of five (5) years experience. He/she must have participated as a graphic designer in three (3) projects of the same nature during the last five (5) years. 7. Confidentiality
All information concerning the Douala City Council and included in this document or provided separately shall be treated as strictly confidential by the Applicant. The applicant agrees not to disclose or publish any information relating to this call for applications.
Similarly, any documents provided by the Applicant shall be considered confidential.
