   Objective of the consultancy
The Services of the Applicant shall aim at:
1. Develop a comprehensive diagnosis for the development of the National Circular Economy Strategy (NCES) that will have a short (to 2024), medium (to 2030) and long-term horizon (beyond 2030), which identifies the country’s Circular Economy status and its potential. It should emphasize criteria for climate change mitigation, sustainable production and consumption, efficient use of resources, as well as comprehensive management of waste and materials. both organic and inorganic.
2. Design and formulate the proposal for a National Circular Economy Strategy, which establishes the objectives, strategies and lines of action to outline Mexican policy on circular economy.
3. Design and formulate the Action Plan for the implementation of the National Circular Economy Strategy, which establishes the specific, responsible actions and times for implementation, based on the priorities set and opportunities identified therein. This action plan should be implemented with a national approach, explicitly differentiating the implications arising from the country’s economic, territorial and population heterogeneity.
4. Design and formulate the Dissemination, Communication and Awareness Strategy for the development and implementation of the National Circular Economy Strategy, which will allow timely and assertive dissemination to the different audiences to which NCES will be addressed.
Required experience of the consulting team and required documents
AFD requests each institution interested in participating in the selection process to send:
- A letter of application
- An opinion on compliance with tax and social obligations
- A certificate of insurance (professional liability)
- Annual sales of the last 3 years
- An agency presentation note (human and material resources)
- A presentation note of references and experiences (from less than 15 years)
- The duly signed Declaration of Integrity, Eligibility and Social and Environmental Responsibility, the model of which is attached to this document.
In the case of a consortium of companies, comply that at least one of them that is part of the consortium has a representative or office in Mexico.
The applicant must ensure that he is not included in the following EU exclusion list: http://ec.europa.eu/budget/edes/index_en.cfm.

The eligibility criteria for AFD funding are set out in Sub-clause 1.3 of the "Procurement Rules for AFD-Financed Contracts in Foreign Countries", available on the AFD http://www.afd.fr website.
Applicants may submit only one application in their own name (or in the name of the company representing the Consortium of Participating Companies) or as a member of an APCA. If an Applicant (including an APCA member) submits or participates in multiple applications, these will be rejected.
If the Applicant is an APCA, the Expression of Interest must include:
 a copy of the APCA Convention concluded between all members,
or
 a letter of intent to conclude an APCA agreement, signed by all members and accompanied by a copy of the proposed Convention,
In the absence of this document, the other members shall be considered as Sub-Consuls.
The experiences and qualifications of the Sub-Consuls are not taken into account in the evaluation of applications.
Interested Applicants must submit information showing that they are suitably qualified and experienced to perform these Services. In this respect, they must justify it with references of similar recent benefits
The experience of the Consultant or the Company or Consortium (APCA) is in the documents sent by interested parties to establish the qualification and classification of candidates by assigning scores according to the following factors:
- References of candidates demonstrating:
1) Experience in the local market.
2) Experience in long-term technical assistance and project coordination (including inter- and multidisciplinary projects related to environmental and urban issues, as well as educational communication/ marketing).

- Candidate skills, demonstrating expertise in circular economy, waste, climate change and sustainable development, in the following areas:
1. Technical and financial analysis of projects with a focus on the particularities of Mexico and other Latin American countries.
2. Generation of methodologies.
3. Collection, systematization and technical analysis of information.
4. Projects studies and/or consultancies in the design, analysis, monitoring and/or evaluation of environmental and/or sectoral public policies.
More specifically, in order to carry out the required services, and to ensure quality in accordance with AFD standards, interested candidates:
- must provide the information that demonstrates that they are suitably qualified and experienced to carry out these Services (documents describing similar services, common points with the objectives of this programme with AFD in terms of contract size, nature of services such as feasibility studies, support to local banks, European Union programmes, similar technical cooperation in the sectors of the program, reference work in the Caribbean region, competence and availability of experts, certifications of consultants as ISO 9001 or environmental and social certification, etc.). In this respect, they must justify it with references to similar recent benefits. It is requested that no more than 15 references with a seniority of less than 10 years be submitted per candidate.

- they must demonstrate internal competence and readiness to provide technical advice to local experts;

- shall present their ability to mobilise an experienced team in the following profiles:

i. A General Coordinator, with experience of more than 7 years, familiar with the operations of international donors and the implementation of technical cooperation; with extensive knowledge in strategy development, project management, advising on public policies, circular economy, integral waste management, waste, climate change, production and sustainable consumption; with audit experience and the ability to lead interdisciplinary teams in institutional projects.

ii. An Administrative Coordinator, responsible for administrative and logistical tasks, shall ensure the proper logistical functioning of the programme and shall work in coherence with the General Coordinator.

iii. A team of experts, including local experts, able to cover the following characteristics and skills (timely mobilization according to the needs of the program / short/medium-term mobilization: contracts for time worked or contracts for a global sum):
a. experience in the development of characterization, diagnosis and forecasting studies on issues of circular economy, waste and/or integral waste management, climate change.
b. experience in evaluating public policies and actions on the environment, climate change, as well as in estimating environmental and climate benefits and co-benefits.
c. experience in preparing diagnoses and analysis of the Mexican legal framework in environmental matters and in the analysis of laws and regulations associated with the circular economy.
d. experience in public policy (preferably environmental) particularly in the preparation of diagnoses and regional development studies, as well as analysis and design of public policies.
e. in the analysis of environmental or climate public policies and in the analysis of actors and risks in the implementation of public policies.
f. audit experience to track compliance and performance of products and services.
g. experience in studies of social inequalities, well-being and poverty.
h. experience in communication campaigns or strategies for development cooperation programs, public (preferably) or private sector policies, programs or projects, with various stakeholders. capacity building for the implementation of green projects and in educational communication, environmental education, and communication campaigns.
An expert may have one or more of the required skills.
All experts must have advanced knowledge of Spanish.
The team will need to demonstrate proficiency in English to develop the analysis of international experiences.
Implementation is expected to start by December 2022. The team of consultants must be available for a maximum period of 30 months, according to the development of the Technical Assistance and its performance.,
