   The team of experts conducting the evaluation must have the following skill set:
- Knowledge and professional experience in evaluation in the development cooperation field
- Experience in terms of budget support / policy-based loans evaluations
- Knowledge of the various aid modalities, and in particular budget support / policy-based loan.
- Technical and sector-specific knowledge and expertise in the fields of energy
- Experience in Georgia or region
- Adequate language skills, including Georgian, French (a number of the documents to be consulted are written in French) and English.
AFD considers that the team size should ideally not exceed 3 to 4 experts (quality control/coordination of the study included).
