Section I
1. BACKGROUND AND RATIONALE
The Infrastructure Development Bank of Zimbabwe (IDBZ/ ‘the Bank’) and Markaram Investments (Private) Limited set up Mazvel Investments (Private) Limited as the implementing vehicle under the Sumben Housing Project. The total project area for the Sumben Housing Project namely ‘Remaining Extent of Sumben’ (formerly ART Farm) is 119, 593 hectares.

In order to comply with the requirements of the Environmental Management Act [Chapter 20:27] as read together with Statutory Instrument 7 of 2007, an Environmental and Social Impact Assessment (ESIA) study for the Sumben housing development was prepared by ARUP (the Environmental Consultant). Subsequently, the Bank was awarded an ESIA certificate to implement Phase 1 of the Sumben Housing Development on the 1st of April 2020. Phase 1 restricts development to only 21.36 hectares (approximately 36%) of the total land area.

Several other development conditions were attached to the ESIA approval. These conditions were considered important as they would protect the natural environment and enhance it during and after Sumben Phase 1 project implementation. The ESIA report proposed the development of a Greenbelt on either side of the Gwebi River as part of the Environmental Management Plan (EMP). The Gwebi River passes through the project site, with stands planned on either side. The length of the river portion passing through the project site is approximately 2.5km. The width of the Greenbelt will consist of the high flood level (HFL) of the river channel including an additional 30m buffer zone on either side of the HFL. The Greenbelt will not only beautify the area and improve the aesthetics of the Sumben residential area but will also protect the riparian ecology on either side of the River.

Figures 1 and 2 below show the Sumben project area, approved portion of the development (Phase 1) and the proposed Greenbelt.

2. GEOGRAPHIC LOCATION OF THE PROJECT
The project site is in Mt Pleasant, Harare Metropolitan Province, Zimbabwe. Figure 3 shows the project location on a 1: 50 000 topographic map.

3. OBJECTIVES OF THE ASSIGNMENT
The main objective of the assignment is to design and establish a Greenbelt that provides protection to the ecological and hydrological features and functions of the Sumben landscape.
4. SCOPE OF THE ASSIGNMENT AND DELIVERABLES

4.1 Scope of the Assignment

The Sumben Greenbelt development should be guided by the recently published National Wetlands Policy, the National Wetlands Management Guidelines, and all relevant national legislation. It should also comply with international best practice standards on Greenbelt developments.

The assignment should cover the following:
i) Conduct an environmental baseline survey for the project area.
ii) Conduct stakeholder mapping and consultations for the interested parties to the project.
iii) Develop an Environmental and Social management Plan taking into consideration stakeholder consultations which include civic organizations, adjacent land users and relevant Government technical departments.
iv) Desilting of the 2.5km stretch of Gwebi River dissecting the Sumben project area. This stretch has been affected by illegal alluvial gold panning activities. Both the riverbed and the banks are scarred because of the alluvial gold panning.
v) Rehabilitation of pits and trenches left behind by gold panners within the defined boundaries of the green belt area.
vi) Recommending and implementing other innovative environmental design approaches for creating a sustainable Greenbelt, including planting suitable vegetation species on suitable sites within the green belt area.
vii) Set-up a gauging station site at the bridge constructed for the project, for river flow monitoring in consultation with ZINWA.
viii) Recommend a sustainable urban drainage system around the Sumben properties aimed at reducing flooding and surface water run-off.
ix) Drill and install three monitoring boreholes in the project site to monitor ground water levels and quality changes in consultation with ZINWA.

5. ELIGIBILITY (PASS/FAIL) CRITERIA
i) The Consulting firms must be registered with the Procurement Regulatory Authority of Zimbabwe (PRAZ).
ii) The Consulting firms must be registered with the Environmental Management Agency (EMA).
iii) Consulting Firms must be duly registered Zimbabwean Firms.
iv) Duly signed letter of Expression of Interest, which must be in the format of the template in Appendix A of Section III below.
v) The consulting firm shall have a minimum of three (3) years of experience in landscape/ ecological restoration assignments.

7. QUALIFICATION CRITERIA
The evaluation of Expressions of Interest documents shall be ascertained on compliance-based method.

The Consulting firms should have qualified personnel with expertise in undertaking the assignment. The list of key personnel should include:
i) Team Leader
ii) Environmental Scientist
iii) Social Scientist/Gender Expert
iv) Ecologist

Total: 21 points


Document Submission
The following documents should be submitted:
i. Duly signed letter of Expression of Interest, which must be in the format of the template in Appendix A of Section III below.
ii. Detailed company profile or brochures containing:
• Legal status i.e., sole proprietorship / partnership /public or private limited company / consortium with name and addresses of proprietor / partner(s)/director(s).
• Experience of the company together with verifiable details of previous / current corporate clientele.
• Summary of curriculum vitaes of key personnel and professional staff for assessment of capacities related to the assignment.
• Tax Clearance Certificates.
• Affidavit to the effect that the government / quasi-government or any autonomous body has never blacklisted the consulting firm.
• Contact person for all matters related to this EOI including the designation of such person in the firm.
• Affidavit on history of litigation if any.
• All other documents which are considered relevant to assess the capability of the consulting firm.

Section II: Instructions to Consultants
A Consulting Firm will be selected in accordance with the procedures specified in Part VIII of the Public Procurement and Disposal of Public Assets Act [Chapter22:23] (“the Act”) and Part VI of the Public Procurement and Disposal of Public Assets (General) Regulations, 2018 (Statutory Instrument 5 of 2018) (“the Regulations”). This opportunity is open to all Consultants who meet the criteria for eligibility as stated in Section 28 of the Act and who have the nationality of an eligible country as defined in Clause 1.10 of the General Conditions of Contract for Consultancy Services. Short-listed Consultants will be invited to submit detailed technical and financial proposals, as described in Part 1 of the Request for Proposals Procedures in the Standard Request for Proposals for the Selection of Consultancy Services. The Consultant submitting the successful proposal will be engaged on the contractual terms set out in that document and in the General Conditions of Contract for Consultancy Services. Copies of the Act and Regulations and the standard documentation are available on the website of the Procurement Regulatory Authority of Zimbabwe; URL http://www.praz.gov.zw/index.php?lang=en. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

Prospective Consultants are not required to pay an administration fee to the Procurement Regulatory Authority of Zimbabwe for this tender outlined in Section 54 of the Act as set out in Part IV of the Fifth Schedule to the Public Procurement and Disposal of Public Assets Regulations (SI 5 of 2018) as amended by Statutory Instrument 219 of 2020.

The IDBZ will reject an Expression of Interest if it establishes that the Consultant has, directly or through an agent, engaged in corrupt, fraudulent, collusive, coercive, or obstructive practices in competing for the Contract or been declared ineligible to be awarded a procurement contract under section 99 of the Act. An expression of interest shall be rejected in this procurement process if a Consultant Firm engages in anti-competitive practices.

Interested Consulting Firms shall submit only one Expression of Interest document, either individually or as a partner in a joint venture / consortium. In case of joint venture / consortium, total similar projects will be counted as sum of Lead firm and partners / associates.

The Expression of Interest must be submitted electronically to procurement@idbz.co.zw by 14 October 2022 by 10:00hrs local time and clearly captioned “Expression of Interest for Engagement of an Environmental Design Firm to Develop the 2.5 km Sumben Greenbelt in Mt Pleasant, Harare, Zimbabwe: Procurement Reference No. IDBZ 33(c) of 2022).”

Late expressions of interest will be rejected.
