ANNOUNCEMENT FOR THE OPENING OF AN INTERNATIONAL PUBLIC TENDER

The Timorese Resistance Archive & Museum, Public Institute, through the Procurement Department of the National Directorate of Management and Administration, communicates and invites all companies that carry out activities in the areas of Project Design, and who may wish to participate in the international tender procedure indicated, to acquire the Bidding Documents (Bidding Program and the Terms Of Reference) of the project in question at the National Directorate of Management and Administration of the AMRT, I.P, located at Rua Formosa No 4, Dili, Timor-Leste. The acquisition of the documents has no cost and are provided in English language.

Description of service provision:
Consultancy services for the finalization of the design for the Jardim do Comando da Região IV e Comandante em chefe das FALINTIL, e Chefe do Concelho Nacional da Resistência Maubere Nino Konis Santana construction project.

The document acquisition will be made through an on-line link that will be provided to the bidders that manifest their intention to participate on this tender by sending an e-mail to:

The access to the link that will be sent to those who send an e-mail to the aforementioned link begins on 27th September 2022, during business hours, 08:30-12:00 to 14:00-17:00 and ends on 2nd October 2022 at 17:00.

On the 6th of October 2022, pursuant article 63.º of the RJA, a public Previous Bid Meeting will take place on the premises of AMRT, I,P., by 10:00, and the Site Visit will take place on the following day, 7th of October. The term for requesting clarifications ends by the 14th of October.

For the submission of applications, it is necessary to submit the following documents, under penalty of the proposal being rejected for lack of any of them:

1. Debt certificate proving full compliance with its tax obligations.
2. Certificate proving compliance with social security contributions.
3. Valid TIN.
4. Certificate of Commercial Registry.
5. Company by-laws.
6. Licenses to exercise Project Design consulting activities.
7. Copy of civil identification of the directors.
8. Company profile with presentation of the most relevant developed projects.
9. Technical proposal with clear description of methodology, technical team, deadlines, work program with all activities, curriculum vitae of the technicians that compose the project team, and respective terms of technical responsibility.
They must present a single proposal, in two individual, opaque, closed and separate envelopes, following the instructions in the Bidding Documents: envelope one must respond to the technical and professional criteria, commercial and industrial analysis, and local development. Envelope two must contain the financial bid amount.

The documents referred to in points 1, 2, 3, 4, 5, and 6 must be duly legalized and valid according to the Law.
All the specific legal requirements are defined according to the law, namely in the terms of articles 27 and 28, of the Provisioning Judicial Regime, approved by Decree Law no. 10/2005, of November 21, altered by Decree Law no. 14/2006, of September 27, by Decree Law no. 24/2008, of July 23. No. 24/2008, of July 23, by Decree-Law No. 1/2010, of February 18, by Decree-Law No. 15/2011, of March 30, by Decree-Law No. 38/2011, of August 17; Decree-Law No. 30/2019, of December 10, and by Decree-Law No. 5/2021, of April 23.
The quotations and documents requested as well as the financial proposal must be submitted by the 24th of October, 2022, by 10:00 am, in two sealed envelopes, addressed to the AMRT, I.P. and with the mention in each envelope of the envelopes of the International Public Tender number. The first envelope should contain only the technical documents and the second envelope should contain only the financial proposal, under penalty of disqualification.
On the same day, 24th of October, 2022, by 10:30am, the public session for the Opening of the Envelopes will take place at the headquarters of the AMRT, I.P. by the committee responsible for this, and on October 24-25th, 2022 the Evaluation will take place by the Jury also elected for this. A notice with the winning bidder will then be published by the 4th of November 2022 at the AMRT, I.P. head office until the 11th of November 2022, during which time interested parties may lodge an administrative complaint against the decision taken.
The signature of the contract will take place by 14th November 2022.
Documents and proposals submitted after the deadline will not be accepted and will be returned immediately.
