   1. The National Procurement Commission (NPC) on behalf of the Ministry of Justice of the Government of the Democratic Republic of Timor-Leste is inviting interested National and International construction companies to submit Bids for the:

Rehabilitation for Ex Titulares Office Block A

2. The project is located in Democratic Republic of Timor-Leste, Farol/Motael Municipality of Dili;
3. Funding for these project will be made from the Infrustructure Fund of the Government of the Democratic Republic of Timor-Leste.
4. The government’s cost estimate for the project is usd 199,620.11. Any price Bid exceeds the cost estimate will be declared non-responsive and rejected.
5. The duration for the project is 6 months for Construction and 6 month for Defect Liability Period.
6. Bidder shall provide justification in the price bid if the bid price does not reach 70% of the cost estimate/budget (abnormally low bid).
7. The bidding shall be conducted through two-envelope procedure, wherein the Technical Bid and Price Bid shall be submitted together in separately sealed envelopes.

9. Participation in this bidding process is open to all interested international and national bidders. The attention of interested bidders is drawn to the qualification criteria detailed in the Bidding Document, which include:

• Experience: Specific Construction Experience (Contracts of Similar Size and Nature) Two (2) similar contracts satisfactorily completed / substantially completed as a prime contractor, joint venture member, management contractor during the last Seven (7) years where the value of participation in each contract is at least US$ 150,000.00 (One Hundred Fifty Thousand United States Dollar)
• Financial Resources: The Bidder must demonstrate access to financial resources such as availability of cash in bank, approved line of credit and other financial means, other than any contractual advance payments for its current works commitment to meet a cash-flow requirement of US$67,000.00 and its current works commitment. For Single Entity must meet requirement, for Joint Venture all partners combined must meet requirement, Each Partner must meet 25% of the requirement and One Partner must meet 40% of the requirement.
• Personnel: the Bidder must demonstrate that it has the personnel for the key positions that meet the following requirements:

10. The Bidding Document, in English language, may be obtained free-of-charge by interested Bidders on the submission of a written application by email to the address above or an email will be sent stating the website where the documents can be downloaded by applicants.
11. A pre-bid meeting will be held on 10 April 2023 at 10:00 hours local time at the address specified above.
12. The bids must be received in the Tender Box located at the same address specified above no later than 15:00 hours local time on 3 May 2023. Late bids will be rejected.
13. Bid Validity Period is 120 days.
14. The Bidding may be submitted by physical presentation of documents or by on-line submission through ocb009moj23@cna.gov.tl OR the Procurement Portal run and controlled by the Ministry of Finance of Timor-Leste. The address for non-online submission is:

15. The bid must be accompanied by a bid security (in the form of Bid Securing Declaration)
16. Technical Bids will be opened on 3 May 2023 at 15:00 hours local time after the closing time for the submission of the bids at the same address in the presence of Bidders who wish to attend. An online option of the opening of the Technical Bids is offered through the link provided in Bidding Document;
17. The Employer will not be responsible for any cost or expenses incurred by the Bidder in connection with preparation or delivery the Bids.
18. The Employer shall award the contract to the Bidder with the highest combined score evaluated in accordance with the procedure specified under Section 3 – Bid Evaluation Procedure, provided further that the Bidder is determined to be qualified to perform the Contract satisfactorily
19. The winner of this tender will be required to submit a Performance Guarantee in the form of an unconditional and non-revocable bank guarantee. Bank Guarantee issued by an overseas bank shall have a corresponding bank in TL. Additionally, during contract implementation, the winner (awardee) will be subjected to a quality guarantee in the form of retention.




20. Bidder shall be responsible for paying of all related taxes.
