   The skills required for conducting this evaluation are those of a team of experts composed of at least one international expert and one local expert in the following fields:
- knowledge and professional experience in evaluating;
- experience in the area of development co-operation;
- technical and sector knowledge and expertise in the fields of Irrigation and Agriculture;
- experience in the region of the partner country or in similar countries (South East Asia);
- adequate language skills: Lao and English required, french can be an asset but it is not mandatory;
- an experience in leading participatory reflections and discussions would be highly appreciated to achieve:
- facilitation of a workshop with all stakeholders at the start and end of the mission;
- conducting focus groups and interviews with project beneficiaries and counterparties;
- Competencies on gender issues and gender equality
- Expertise on environmental and social risk management issues
