   1. The Employer (Contracting Entity/Public Contractor), Fundo Especial Desenvolvimento Atauro (FEDA) of the Government of the Democratic Republic of Timor-Leste is inviting interested qualified consulting firms to submit proposals for Consultants Services for Preparation of DED for Road Rehabilitation of “ Upgrading and Maintenance of Vila to Biqueli Road (15.350KM), 0+000km to 15+350 km

2. Funding for the project will be taken from the 2023 General Budget of the Contracting Entity (FEDA).

3. The location of the contract implementation is Atauro Municipality, Timor-Leste, and the contract duration is 5 months.

4. Proposal Validity Period is 120 days.

5. The maximum cost estimate for the project is US$ 275,600.00 any Price Proposal exceeds the maximum cost estimate will be declared non-responsive and rejected.
6. The Procurement Entity for this particular project is the National Procurement Commission (NPC) I.P, whose office address is: National Procurement Commission

7. The object of this tender is Consulting Services: Request for Proposal (RFP) for DED for Road Rehabilitation.

8. The bidding shall be conducted as a single-stage, two-envelope procedure, wherein the Technical Proposal and Financial Proposal shall be submitted together in separately sealed envelopes.

9. This Tender is open to all interested international and national interested firms/companies.


10. Interested consulting firms/companies shall be responsible for paying of all related taxes.

11. A pre-proposal meeting will be held at 10:00 hours local time on 5 June 2023 at the following address:

12. Deadline for Proposals submission is 5 July 2023 at 1500 hours local time. Any Proposal received by the FEDA Procurement Department after the deadline shall be declared late and rejected, and promptly returned unopened.

13. Proposals may be submitted by physical presentation of documents or by on-line submission through tender018feda23@cna.gov.tl. The address for non-online submission is: NPC I.P

14. For on-line submission, interested consulting firms/companies will submit the Technical proposal and Financial Proposal (Password Protected) in non- editable PDF format through separate email. If the file size is more than 10 MB of Technical or Financial Proposals, the interested consulting firms/companies will send through multiple emails with no attachment size is bigger than 10 MB. The Evaluation Committee (Jury), through NPC I.P will request later password of the Financial Proposal from the firms/companies who are technically qualified based on the result of the evaluation of the technical proposals.

15. Technical Proposal will be opened on 5 July 2023 at 1500 hours local time after the closing time for the submission of the Proposals at the same address mentioned above in the presence of consulting firms/companies who wish to attend. An online option of the opening of the Technical Proposals is offered through the link provided in the RFP.


16. The Technical Proposal will be evaluated first based on the Qualification criteria (i.e. Over the past 07 years, the Consultant has completed at least two (2) contracts of similar type as Lead Firm or Joint Venture Partner or Sub Consulting with the value of each contract: US$ 220,000.00; Over the past 07 years, the Consultant should have completed at least one (1) consultancy project in Timor-Leste or two (2) consultancy projects in similar nations (developing nations); Approach and Methodology, and Key Experts with related experience and qualification. The detailed is provided in the RFP documents.

Consulting Firms/Companies reaching or exceeding the minimum technical passing score (750 points) shall be invited for Price Proposal opening.

17. The winner of this tender will be required to submit types of insurances with the respective amount as indicated in the contract documents of the RFP documents. Additionally, during contract implementation, the winner (awardee) will be subjected to a quality guarantee in the form of retention (5%) of the contract price. The retention will be released upon submission of the final report by the awardee.
