1. La Communauté Urbaine de Douala (ci-après nommé "le Client") a reçu un financement auprès de l’Agence Française de Développement (ci-après nommée l'"AFD") pour couvrir le coût du Projet de Drainage Pluvial de la Ville de Douala, et entend affecter une partie du financement aux paiements relatifs au Contrat pour lequel le présent Appel d’Offres (AO) est émis.
2. Le Maire de la Ville de Douala sollicite maintenant des offres sous pli fermés de la part de Soumissionnaires éligibles pour des services de consultants ci-après : Réalisation des audits comptables et financiers externes des exercices 2023 ;2024 ;2025 et 2026 des Projets de Drainage Pluvial (PDP) et Douala, Ville Durable (DVD)., ci-après désignés par "les Services". Pour de plus amples renseignements sur les Services, veuillez consulter les Termes de référence joints (Section VII).
3. Une société sera choisie par la méthode de sélection fondée sur la qualité et le coût (« SFQC »).
4. Le présent AO comprend les sections suivantes :
 Section I Instructions aux Consultants (IC) ;
 Section II Données particulières ;
 Section III Proposition technique Tableaux types ;
 Section IV Proposition financière Tableaux types ;
 Section V Critères d’éligibilité ;
 Section VI Règles de l’AFD Pratiques frauduleuses et de corruption Responsabilité Environnementale et Sociale ;
 Section VII Termes de référence (TdR) ;
 Section VIII Contrat type.
5. L’AO peut être consulté gratuitement et retiré moyennant la présentation d’une quittance de versement de la somme non remboursable de cinquante mille (50 000) Francs CFA au Compte CAS – ARMP n° 33598800001 – 89 ouvert auprès des agences BICEC des chefs-lieux des Régions du Cameroun et des agences de Dschang et de Limbé aux heures ouvrables, à la Direction des Services Généraux et du Patrimoine de la Communauté Urbaine de Douala, située à 222, rue Pasteur, au 5èmeétage de l’immeuble SCI de BONANJO, B.P. 43 Douala, Tél/.Fax : +237 233 4215 09, E-mail : jem7essoka@yahoo.fr avec copie à martekey@yahoo.fr dès publication du présent avis d’offres.
6. Chaque offre rédigée en français, devra être déposée en dix (10) exemplaires dont un (01) original, sept (07) copies papiers et une (01) copie informatique (01 clé USB pour l’offre technique, et 01 clé USB pour l’offre financière) + une (01) offre financière témoin marqués comme tels, contre récépissé à l’adresse mentionnée ci-dessus au plus tard le 14 Novembre 2023 à 12 heures, heure locale, et devra porter à l’exclusion de toute autre indication la mention :

7. Chaque soumissionnaire devra joindre à ses pièces administratives, une caution de soumission, établie par une banque de premier ordre agréée par le Ministère en charge des Finances du Cameroun et dont la liste figure au DAO (cf. annexe F), d’un montant de sept cent cinquante mille (750 000) Francs CFA, et d’une durée de validité de cinq (05) mois à compter de la date fixée pour l’ouverture des plis.
8. L’ouverture des plis sera effectuée le 14 Novembre 2023 à 13 heures, heure locale, par la Commission Interne de Passation des Marchés de la Communauté Urbaine de Douala, dans sa salle de réunions sise au sous-sol du Cercle Municipal et Multimédia de Douala 1er à Bonanjo en présence des soumissionnaires qui le désirent ou de leurs représentants dûment mandatés et ayant une parfaite connaissance des offres.
N.B. : Seuls les soumissionnaires peuvent assister à cette séance d’ouverture ou s’y faire représenter par une personne de leur choix dûment mandatée.
9. Des compléments d’informations sur la date limite de soumission du DAO, ainsi que l’heure et l’adresse sont fournis à l’Article 17.9 des IC.

1. The Douala City Council (hereinafter referred to as "the Client") has received funding from the French Development agency (hereinafter referred to as "AFD") to cover the cost of the Douala City Rain Drainage Project, and intends to allocate a portion of the funding to payments related to the Contract for which this Call for Tenders (CT) is issued.

2. The Mayor of city Procurement now solicits proposals for the provision of consultancy services for the: external audits for the 2023, 2024, 2025 and 2026 Rainfall Drainage Projects in Douala (RDP) and Douala, City sustainable (DCS) "the Services". For more information on the Services, please refer to the attached Terms of Reference (Section VII).

3. A company will be selected by the Quality and Cost Selection Method ("QCCS").

4. This Call for Tenders includes the following sections:
- Section I Instructions to Consultants (IC);
- Section II Special data ;
- Section III Technical Proposal Sample Tables ;
- Section IV Financial Proposal Sample Tables ;
- Section V Eligibility criteria ;
- Section VI AFD Rules Fraudulent and corrupt practices Environmental and Social Responsibility ;
- Section VII Terms of Reference (ToR);
- Section VIII Standard contract.

5. The Call to Tender may be consulted free of charge and withdrawn upon presentation of a receipt for the non-refundable sum of fifty thousand (50,000) CFA Francs to the ARMP Account - No. 33598800001 - 89 opened at the BICEC branches of the main cities of the Cameroon Regions and the Dschang and Limbé branches during business hours, to the Public Procurement Directorate of General Services and Heritage of the Douala City Council , , located at 222, rue Pasteur, au 5èmeétage de l’immeuble SCI; of BONANJO ;B.P. 43 Douala, Tél/.Fax : +237 233 4215 09, E-mail : jem7essoka@yahoo.fr with copy at and at martekey@yahoo.fr, as soon as this invitation to tender is published.

6. Each offer written in French must be submitted in ten (10) copies, one (1) original, seven (07) paper copies and one (01) digital copy marked as suchor (01 USB key for technical offer, and 01 USB key for financial offer) + sample offer, against receipt at the address mentioned above no later than 12 PM local time on _14th November 2023 _ and must bear the following words to the exclusion of any other indication:

7. Each bidder must attach to its administrative documents, a bid bond, in the form of a certified cheque or bank cheque, drawn up by a first-class bank approved by the Ministry of Finance of Cameroon and listed in the Bidding Documents (see Annex F), in the amount of seven hundred fifty thousand (750,000) CFA francs, and with a validity period of five (05) months from the date fixed for the opening of tenders.

8. The opening of the tenders will be carried out on 14th November 2023 at 1 p.m. local time by the Internal Committee of Procurement at the ground-level of Municipal Circle Douala 1st, in the presence of bidders who so wish or their duly mandated representatives and having full knowledge of the tenders.
N.B.: Only bidders may attend this opening session or be represented by a person of their choice duly mandated.

9. Further information on the deadline for submission of Proposals, as well as the time and address, is provided in Article 17.9 of the IC.
