   a). Contracts of Similar Size and Nature (Similar Experience Provision of Security Services)
The Bidder should have demonstrated experience as a prime contractor, joint venture member or management contractor in undertaking similar projects with at least 1 similar project successfully implemented during the last 10 years where the value of the contract equal to or exceeds of USD 400,000.00 and these similar projects have been successfully completed or substantially completed.

The similarity of the contractor participation shall be based on the physical size, nature of works, complexity, methods, technology or other characteristics of the contract.

b). Cash Flow Capacity
Available working capital of recent year or cash in bank or stand-by line of credit from a financial institution to meet the project cash flow requirement of USD 200,000.00 and its current contracts commitment.

TECHNICAL PROPOSAL
A) Methodology
Bidder must submit a detailed description of its proposed methodology designed to achieve the objectives of Provision of Security Services including detailed information about the procedures and resources to be used to meet the objective of the contract. The methodology should also include the following:

 Understanding of Objectives
 Quality of Methodology and Risk Management Approach


B. Work Program
 A work program showing graphical presentation of activities (bar chart). Work program to be assessed on logical sequence of events.
 Items and time schedule of deliverables should be evaluated based on Services Requirements.
 An organization chart showing the relationship of the Contractor, the Employer and other stakeholders.

C. Key Staff

The Bidder must demonstrate that it will have a suitably qualified Key Staff, as specified in the Schedules of Services Requirements.

The Bidder shall provide details of the Key Staff and such other Key Staff that the Bidder considers appropriate to perform the Contract, together with their academic qualifications and work experience. The Bidder shall complete the relevant Forms in Section IV, Bidding Forms. The valuation for key staff only for the following.
