MAINTENANCE OF SAP SYSTEM AT ELECTRICIDADE DE TIMOR-LESTE, EMPRESA PÚBLICA

1. Identification and Contract of the Contracting Entity:

2. Object of the Tender:
to perform a technical maintenance for the daily operation of EDTL, E.P.’s existing SAP Business one system;

3. Type of Procedure:
A firm will be selected under the Quality and Cost Based Selection (QCBS) with modification Technical and Price weight of (40:60) as described in the RFP document. The minimum technical score (st) required to pass is 75 points;

4. The procurement shall be conducted as single stage two-envelope procedure, wherein the Technical Proposal and Financial Proposal shall be submitted together in separately-sealed envelopes.

5. Participation in this RFP process is open to all interested international and national firms. The attention of interested Consultants is drawn to the qualification requirements detailed in the RFP;

6. Value of the Procurement:
The maximum budget for this project is US$133,000.00;

7. Proposals quoted exceeds maximum budget shall rejected;

8. Place or location executing of the activities under the contract is EDTL, E.P. Caicoli, Dili Timor-Leste;

9. Minimum Requirement qualification documents:
The firm should have demonstrated experience as a prime consultant, joint venture member or management consultant in undertaking similar projects (SAP Business Project Implementation-ERP in accounting & financial, purchasing, inventory, asset, sales, human resources and customer relationship) with at least 1 successfully implemented during the last five (5) years where the value of the contract equal to or exceeds of US$66,000.00 and these similar projects have been successfully completed or substantially completed;
Document Required: Certified true Copy of the Certificate of Completion or Acceptance or Contract Agreement as successfully completed (English Translation, if the original documents are not in English);

10. Duration of the Contract shall be two (2) years;

13. A pre-proposal conference will be held at 10:00 hours local time on 14 December 2023 at the same address specified above;

14. The proposals must be received in the Tender Box located at the same address specified above no later than 15:00 hours local time on 29 December 2023. Late proposals will be rejected;

15. Technical Proposals will be opened immediately after the closing time for the submission of the proposals at the same address in the presence of consultants who wish to attend;
