Addendum No.1

This Addendum No.1 is issued to amend certain items in the Bidding Document for above cited contract in accordance with ITB 8 of the Bidding Document.

A. Part of the Bidding Document

b). Financial Capacity
As a minimum, the Bidder must provide proof that it has access to financial resources such as working capital of recent year, lines of credit, and other financial means to meet the cash flow requirement of US$15,000,000.00 and its current contract commitments. Working capital for local bidders will not be considered.

Joint Venture:
- All partners combined: Must meet requirement
- One partner: Must meet at least 40% of the requirement
- Each Partner: Must meet at least 20% of the requirement

The following documentation shall be checked:

All bidders who will bid for Lot 1 or 2: local and international, participating as a single entity, or any one partner of a joint venture, should provide proof (official documents of ownership or lease agreement, and technical data showing fuel storage capacity, complete location and pictures of the facility) of fuel storage facility that can handle, at a minimum, 800 metric tons of fuel within Timor-Leste. Fuel storage facilities, include but is not limited to, storage tanks and vessels. ISO tanks and fuel pumps are not considered fuel storage facilities. Bidders who do not meet this requirement will be declared non-responsive and will not qualify to the next step of detailed evaluation of Technical Bids.

C. As Per this Addendum No. 1

- All partners combined: Must meet requirement
- One partner: Not Applicable
- Each Partner: Not Applicable
2. This requirement under section III. Evaluation and Qualification Criteria is deleted from bidding document as of this addendum no.1 issued.

3. The deadline for bid submission is:
